chore: open 1.5.0 dev cycle (version 1.5.0-dev) + changelog for Connect

Bump the dev-lane version to 1.5.0-dev so the canaries (running Connect) are
distinguishable from the public 1.4.0 release. Connect is a new feature, so per
semver the next release is a MINOR (1.5.0), not a patch. Changelog Connect entry
under [Unreleased] in EN/NL/DE; becomes [1.5.0] at release time.
