fix(hub): show Owner select only in hub mode (removes solo footgun)

The god-only Owner select was also shown in solo mode, where it is pointless/
confusing (one site, one owner). Now gated on tenancy==='hub'. The server was
already god-only (admin-sites.js line 338); this covers the visible side.
