hub: global pages (e.g. /account) bare; PrutFolio chrome only on /user/

In hub mode, non-admin global pages without site context (siteUrlBase empty)
no longer show masthead/profile-header/switcher — those belong to a PrutFolio
and only appear on /user/(/sites/) pages. /admin and solo unchanged.
