Google login card: collapsible step-by-step setup guide

Self-hosters got stuck on "which API to enable" — whereas for Google login you
actually do NOT need to enable an API, only the OAuth consent screen + an OAuth
client ID (Web application). Guide added with that emphasis + the exact redirect
URI was already there.
