admin: one consistent "← Admin" back button on all admin pages

There were 3 variants (.btn "← Admin"/"← Sites", .admin-tagline text link,
.ax-back icon). Now the same everywhere: <a href="/admin" class="btn">← Admin</a>
at the top. Site-edit back link no longer mode-conditional (always Admin).
