Fix dubbele @@ in guardian2 volgverzoeken

renderFollowReqs prependde '@' aan f.ward, maar een remote review levert de ward
al als volledige handle (@ness@…) -> @@. Nu levert de route voor
lokale wards ook een volledige handle (@slug@host) en prepend de client niks meer.
