chore(federation): bump SELFHEAL_VERSION 2->3 for a one-time timeline re-sync

Triggers selfHealTimeline once per instance at boot to re-fetch cached notes — catches up the
edits/staleness that accumulated while there was no inbound Update handler. Going forward the
new Update handler keeps it fresh live.
