ui(settings): mode config below Mode card + fix radio regression

• Hub and Circle config card moved to directly below the Mode card (they belong contextually to the selected mode, but were at the very bottom).
• Accent border on the left of the Mode card so it visually belongs to the mode.
• Fix: the generic .set-form>label style also hit the tenancy radios (.set-opt) → full-width bordered radios. .set-opt is now excluded.
